General Overview

This position is part of the site Technical Services team that provides technical support to the Production, Maintenance and Project teams in the LNG Terminal.This position is responsible for establishing, reviewing and overseeing the relevant PLC & OT cybersecurity design of newly build or modified equipment including implementation of minor engineering projects, while ensuring the overall technical integrity of the terminal from the PLC, cybersecurity and electrical discipline perspective.

Roles and ResponsibilIties
 
The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:
  1. Provide technical support and solutions for the Production and Maintenance teams.
  2. Provide weekly/monthly report on the progress and plan of the PLC tasks in meeting the site objective.
  3. Maintain statistical information on all site shut down and loss of production events caused by PLC systems.
  4. Liaise closely with Production and Maintenance teams in an advisory capacity as to how to reduce PLC maintenance costs and increase availability and functionality.
  5. Prepare the PLC related maintenance procedures for all plant electrical, instruments, DCIS, F&G, ESD, metering, sampling and analysis equipment.
  6. Ensure verification, inspection, testing and reporting to management in respect of all PLC used for maintenance and their certification for use in hazardous areas of the terminal.
  7. Participate and provide support in execution of maintenance or major equipment turnarounds in the terminal.
  8. Perform PLC related troubleshooting to resolve PLC logic/hardware issue.
  9. Ensuring PLC lifecycle management are maintained and updated to avoid obsolescence
  10. The incumbent shall also participate in emergency response and may be assigned to a specific role and responsibility for such purpose.
  11. Perform feasibility studies on the PLC and electrical systems and ensure high standards of design quality and safety in any new installation in the terminal.
  12. Resolve technical issues during engineering design and construction phases to ensure overall integrity.
  13. Support expansion project from meeting overall facility integrity point of view, ensure smooth integration and any opportunity to leverage with existing Plant is captured
  14. Support commissioning and start-up of site facility
  15. Ensure that verification of Emergency power supply is periodically checked and is verified as available.
  16. Prepare the electrical lock out, isolation and disconnection procedures for all plant electrical equipment.
  17. Ensure cybersecurity in the OT environment as per ISO27001.

Work Experience

  1. Minimum of eight (8) years practical experience in PLC Siemens S7 maintenance / design / troubleshooting function in an oil and petrochemical refinery or complex utility or power generation environment.
  2. Conversant with local codes, regulations and submission procedures, and must possess expert knowledge of electrical engineering design software packages.
  3. Good knowledge of cybersecurity as per ISO27001 in OT environment and PLC systems and hazardous area classification.
  4. Familiar with high voltage electrical systems and power reticulation.
  5. Good knowledge of installation, commissioning, maintenance and trouble shooting of a variety of large and complex electrical, PLC equipment in the oil, gas or petrochemical industry is required.
  6. Knowledge of the LNG / natural gas or other hydrocarbon industries would be advantageous. Candidates with experience in cryogenic plant maintenance, commissioning and start-up are preferred. 
  7. Extensive experience in dealing with consultants and contractors involved in the Oil & Gas sector, including external agencies, utilities and government organizations.
  8. In addition, the successful candidate should possess the following personal attributes:

  10. Strong interpersonal, written and verbal communication skills
  11. Excellent negotiating and influencing skills to manage external and internal stakeholders and third parties.
Education
  1. The candidate must have a good Bachelors Degree in Electrical & Electronics Engineering or equivalent.
  2. Candidates with professional accreditation or affiliation to professional bodies of engineers will have an advantage.
Performance Criteria
  1. Able to carry out day to day activities with minimum supervision.
  2. Able to perform installation, commissioning, maintenance and trouble shooting of a variety of large and complex PLC and related electrical equipment.
  3. Good knowledge of cybersecurity as per ISO27001 in OT environment.
  4. Familiar with high voltage electrical systems and power reticulation.
