General Overview

The successful candidate will be responsible for ensuring safe and efficient LNG ship berthing / unberthing and loading/reloading. He/She shall screen LNG ship for SLNG’s acceptance prior to ship arrival. He/She will assist in overseeing maintenance of marine equipment, and monitoring the contractors appointed for marine activities and interface internally with SLNG Operations and Commercial teams and as well as SLNG’s representatives while onboard LNG ship. 

Roles & Responsibilities

The incumbent shall be responsible for, but not limited to the following scope of tasks and duties:

  1. Communicate and participate in the compatibility review and marine assurance process of all prospective Vessels;
  2. Conduct onboard safety inspections/audits, and complete the Ship-Shore Safety Checklist to ensure all safety measures are in place before cargo operations;
  3. Ensuring all marine activities are compliant with plant Operations procedures and HSSER policies;
  4. Liaise with the Operations team and assist if required, ensure the smooth marine services operation and smooth cool down/transfers of the cargo between the Vessel and the terminal. Act as Terminal representative (Loading Master) while onboard;
  5. Ensure terminal’s ship shore interface equipment are functional. Witness vessels berthing / unberthing movements. 
  6. Provide continuous updates on faulty equipment, and liaise closely with the Maintenance Department to ensure planned maintenance schedules and unplanned deficiencies are met in a timely manner so as to avoid interrupting Vessel schedules.
  7. Prepare routine updates, reports and statistics for marine operations. 
Work Experience
  1. At least one year (sea time) experience on a LNG ship as Cargo officer or Chief Officer directly involves in care of cargo; or
  2. Chief Officer experience on ships carrying hydrocarbons and/or chemicals, with two years experience as Senior Navigation Officer (directly responsible to the Chief Officers for the loading, carriage and discharge of cargo) on LNG ships. Candidate with LPG experience would also be considered; or
  3. Candidate who has previously worked on similar role in Oil and Gas Terminals, Shipping and Marine Industry can be considered with at least 5 years working experience ;
  4. Knowledge on navigational practices and limitations on maneuvering, piloting and towage operation;
  5. Knowledge on navigational aids, docking aids and Met-Ocean instrumentation.
  6. Knowledge on ship shore interface, effective mooring, safe access, cargo documentations and industry recommended practices;
  7. Knowledge on the composition of the cargo and its handling characteristics.
Personal Skills
  1. Proof of good written and spoken English with good general interpersonal and communication skills
  2. Have a good level of IT proficiency and understanding. Proficient in using Microsoft Office computer software
Education
  1. Candidate possess  “Chief Officer Foreign Going Certificate of Competency from a reputable Flag State” or
  2. Candidates has previously worked in similar roles and /or worked closely in Oil & Gas marine terminal operations and shipping operations.
  3. Minimum Diploma level or equivalent.
